同时，各地商务主管部门还需要指导企业规范完整填写出口许可证申报信息，其中包括车辆品牌、型号、注册登记日期和转让登记待出口日期等内容。这些信息需要与《机动车登记证书》一致，并在出口许可证附表中填写。

对于未按要求填写上述内容的企业，不予发放出口许可证。同时，各地商务主管部门还要建立企业动态管理及退出机制，以确保二手车出口的合规性和安全性。

此外，各地商务主管部门需要加强本地二手车出口信用评价体系建设，并对有不诚信行为的企业进行约谈。对于有多次不诚信行为、未及时提供出口车辆维修技术及备件支持、不履行质量保证义务的企业，或者此类企业法人及关联人另设企业开展二手车出口业务的，应责令其就此前不诚信行为制定并落实整改措施。

在受理审查其出口许可证申请时，各地商务主管部门需要综合考虑整改落实情况作出是否准予许可的决定。
