这个要求太过苛刻了，70% 的比例太高了， airline公司要是都这样做，免费座位就不是免费的 anymore 
。还是应该让每家 airline根据自己的情况来决定 seat 选择比例 
。现在这样的话，很多 low-cost airline公司就会因为免费选座比例要求过高而被迫改变业务模式 
。
这个规定真的是一个很好的开始啊！ finally 限制了那些不法行径的航空公司
